Readiness Associates (RA), a New England-based, international full-service business continuity and emergency preparedness company, can now deliver pandemic training to healthcare organizations and facilitate federal reimbursement for these costs through the Coronavirus Preparedness and Response Supplemental Appropriations Act – 2020, with its pool of $8.3 Billion, available and other Federal emergency programs.
Healthcare organizations can qualify for FEMA reimbursement grants of up to 75% for COVID-19 training and planning costs. First they must (as a prerequisite to the grant application), submit documentation of expenses for pandemic-related training, or the planning of such training, along with evidence of paying for these costs in full.
Emergency Declaration
On March 13, 2020, President Donald J. Trump declared an emergency under Section 501(b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act; 42 U.S.C. §5191(b)) in response to coronavirus disease 2019 (COVID-19). The emergency declaration authorized the Federal Emergency Management Agency’s (FEMA’s) Public Assistance (PA) program. This provides direct and financial assistance for emergency protective measures.
For a healthcare organization to best leverage a FEMA grant to undertake 75% more COVID-19 emergency operations planning and staff training while remaining within budget, time is of the essence. According to FEMA policies, the federal assistance provided must respond to the effects of the incident warranting an emergency or major disaster declaration, “which took place during the incident period or was in anticipation of that incident.” The emergency and primary disaster declarations for COVID-19 currently list the incident period as “January 20, 2020 and continuing.” It is unknown at this time when an end-date establishing a deadline for grant eligibility will be declared.
Readiness Associates can lead your COVID-19 response and training. We can also assist all qualified healthcare organizations in making state-level requests for FEMA Public Assistance for the reimbursement of eligible COVID-19 emergency operations and staff training costs. The expected processing time from the initial grant application to receipt of funding typically ranges from a few weeks to a couple of months.
